The Waikato Hapu Mama Smokefree Pregnancy
Incentives Pilot
is another part of the incubation
phase of the Hapu Mama Smokefree Pregnancies
Tupeka Kore Framework.
The Waikato Hapu Mama Smokefree Pregnancy
Incentives Pilot was launched on 1 September.
Incentivising pregnant women to stop smoking
works. Incentive based programmes to help
pregnant women stop smoking are used elsewhere
in New Zealand and throughout the world.
In the Waikato a suite of methods are being used
which have been shown to be safe and effective for
supporting pregnant women to stop smoking.
Women are offered intensive counselling from
existing Aukati Kai Paipa and community-based stop
smoking services, NRT, carbon monoxide monitoring
and incentives.
Entry criteria
are Maori or Pacific women in their
first or second trimester with an address in the
Waikato DHB area. There are also 10 places for non-
Maori, non-Pacific women who have a community
services card.
The incentives consist of
$250 worth of vouchers in
total if smokefree over 12 weeks, plus some
specially designed earrings. Vouchers are provided
at set periods up to 12 weeks after quit date.
Smokefree status is validated by measuring carbon
monoxide levels.
Vouchers are non-
redeemable for cash,
tobacco or alcohol. The
pilot will last for 12
months and we are
hoping to enrol 40
women in total.

DHB Maori Health unit has provided the funding.

Bulk orders of NRT –
possibilities
The DHB has access to free NRT from the Ministry of
Health. Population Health can put in a bulk NRT
order every 3 months. We are looking into how we
can provide bulk NRT for use within hospital
maternity services, primary birthing units, LMC
clinics and by individual LMCs. We are taking advice
from the MoH and DHB medicines committee
around processes. Watch this space. Hopefully -
soon you will be able to access free NRT to show
women what it looks and feels like, and to give to
women and their families. This will enable LMCs to
provide women with immediate access to NRT
rather than women having to wait until they get a
Quit Card filled or attend a first appointment with
stop smoking services. Please contact Kate Dallas if

Hapu Mama Smoke Free Pregnancy Posters
This suite of six posters is being distributed across
the Maternity sector in Waikato. (A3 size and
laminated - so they will not get tatty). The posters
placed in all maternity settings will enable women
to see the same consistent messages about
maternal smoking. See samples over page.
